Recently, the City of Leavenworth requested an extension to the Memorandum of Understanding so that, instead of having a potential closing date of September 30, there could be a closing deadline of December 31. The City of Leavenworth requested this extension to allow more time for community input and visioning about how the Osborn property could potentially be used moving forward.
We, the School Board of Cascade School District, agreed that having more time for community members to give input on the potential usage of the property would be a good idea. When we held our public forum in February, the attendees told us that, although they were theoretically in agreement with the sale of the Osborn property, they were not interested in development of the property. Rather, they were interested in keeping the property as a green space or community location. Members of the community asked the School Board if we could put a covenant on the sale of the property in order to ensure how the property would be used if the City chose to exercise their option.
We investigated this question with our attorneys, but the answer was no. The MOU that was signed in 2016 did not have any restrictions, so we were unable to add any restrictions ourselves. However, the City of Leavenworth is a public entity and therefore they listen to public input. We appreciate the intent of the City of Leavenworth to hear public input, including public that extend throughout the Cascade School District boundaries, in order to best determine how the property would be used in the case that they choose to purchase it.
Therefore, the City of Leavenworth and Cascade School District have agreed to an amendment stating that the City of Leavenworth has until December 31, 2020 to examine the portion, exercise its option and proceed to close. The amendment was approved by the School Board on July 20, 2020.
